Alberta Utility Regulations

Alberta does not have a uniform system of provincial regulations dealing with sub-metering and thus the industry remains largely unregulated. Various agencies have overlapping jurisdictions dealing with difference aspects of submetering, but for the most parts requirements are not extensive. Water submetering does not seem to be regulated at all, only energy.

Electricity Ratio Utility Billing Solution (RUBS) Regulation(s):

Ratio Utility Billing (RUBs) of electricity is not allowed as suite metering (defined as a meter used to measure the individual electricity consumption in a unit, thus equivalent to a sub-meter), is required for all new construction and renovations.

  • Rent limit issues

    • Introducing a submeter is considered a rent increase, and rent can only increase once a year
    • Sub-meters may only be introduced when current lease terms expires (a separate sub-metering agreement seems to be required)
    • Fixed term renter – sub-meter can be introduced once the lease expires and a new lease in introduced (tenant can then negotiate terms, or rent elsewhere)
    • Month to month renter – sub-meters can only be introduced with consent

  • Limits on sub-metering administrative fee charges to tenants (and how these fees may be split between our company and landlords)

  • Bill statement format and required information (with the exception of heat sub-meters)
